City Approves Pre-Annexation Agreement
Next step in the process will be a petition for voluntary annexation for the property at Lake Saint Louis Boulevard and Highway N.

The Lake Saint Louis Board of Aldermen passed a pre-annexation agreement with Rhodes Properties at their . The agreement clears the way for a petition to voluntarily annex the property into the city of Lake Saint Louis.
The board discussed the agreement with city staff at the 5:30 joint work session. The Rhodes property, at the corner of Lake Saint Louis Boulevard and Highway N, currently includes a and a vacant lot.
The pre-annexation agreement includes provisions for a curb cut-out on Lake Saint Louis Boulevard. A strip of land will be donated to the city for the future widening of the boulevard. If that project does not happen within a ten-year window, the city will buy the property from Rhodes.

The agreement also includes an item about future improvements. If future public improvements are made to the vacant property, the ownerβwith city staff's concurrenceβcan request city approval of either a Transportation Development District (TDD) or a Community Improvement District (CID).
If that happens, the TDD or CID sales tax from the property would help pay for the public improvement, City Administrator Paul Markworth said in an email to Patch. "Most likely, the improvement would involve widening and signalizing the intersection of Lake Saint Louis Boulevard and Highway N."Β

Plans are also in the works for the vacant side of the property to house a stormwater retention basin, and any future plans for the widening of Hwy. N will affect the location of that basin.
Mayor Potter noted that the annexation means that the city will begin to receive sales taxes from the Plaza Tire store, but that property taxes will be delayed.
