Agenda Items 11 & 12 – Emergency Rental Assistance: City Council will vote on utilizing the remaining $396,047.56 of ERA1 funds issued by the United States Department of the Treasury to partner with community agencies that will provide customer service for the CHAP rental assistance program to City of Las Vegas tenants and administrative costs. They will also vote on utilizing $15,668,695 of the United States Department of the Treasury ERA2 funds to support housing stability for renters at risk of eviction to include, but not limited to, payment of rents and rent arrears, utility assistance, moving expenses, eviction prevention and diversion programs, helping families experiencing homelessness gain access to assistance, outreach activities and administration costs.
Agenda Items 13 – HUD CARES Act Funding: City Council will vote on utilizing $4,416,396 of the United States Department of Housing and Urban Development (HUD) CDBG CARES Act (CDBG-CV) Round 3 funds to prevent, prepare for, and respond to COVID-19.

Agenda Items 14 – West Las Vegas Arts Center Performing and Visual Arts Summer Camp: City Council will vote on accepting a donation from Frank Hawkins, LPL Financial in the amount of $25,000 to be used to support the Performing and Visual Arts programs provided by the city’s West Las Vegas Arts Center for high risk youth, ages 10-17, who reside in low income areas of the city. Frank Hawkins is a long-time supporter of the facility, its programs and members of the West Las Vegas community.
Agenda Items 35 – 21st Century Community Learning Centers (21st CCLC) Grant Award: City Council will vote on accepting a grant in the amount of $550,000 by the State of Nevada Department of Education to reimburse the city of Las Vegas for the cost of providing before and after school programming that supports the educational development of up to 280 students at the following seven RSLV school sites: Cambeiro Elementary (Ward 3), Detwiler Elementary (Ward 5), Hancock Elementary (Ward 1), McWilliams Elementary (Ward 5), Pittman Elementary (Ward 1), Red Rock Elementary (Ward 1), and Warren Elementary (Ward 1). This grant will remove cost as a key participation barrier for low-income and/or working families to ensure that disadvantaged students can participate and enjoy the benefits of all academic and enrichment activities. The sub-grant award period of performance is July 1, 2021, through September 30, 2022 for the first year of funding.
Agenda Items 36 – Nutritional Snacks at Safekey Sites: City Council will vote on an agreement for the purchase and delivery of snacks to all seven Safekey sites participating in the 2021-2022 Safekey Before and After School Snack Program. Each month, the Clark County School District will submit an invoice to the city which then reimburses the district at a rate of $.90 per snack and $0.25 per milk and bulk sales billed at cost plus 20 percent. This agreement was approved by the State of Nevada Department of Education, Office of Child Nutrition and School Health which monitors the sites that receive snacks under the USDA After School Snack Program.
Agenda Item 37 – Downtown Civic Center Building and Plaza: City Council will discuss and vote on the design of the iconic Downtown Civic Center Building and Plaza. Phase 1 will prepare the site, to include demolition, vacating the alleyway, and removing underground and above-ground utilities. Phase 2 will include one building along Main Street, which will house city of Las Vegas functions, and construction of the Civic Plaza. Phase 3 will be a second building along Bonneville Avenue. Phase 3 may be accelerated as part of Phase 2 depending on funding availability. The item was heard at the June 16, 2021 City Council Meeting and held in abeyance to this July 21, 2021 City Council Meeting.
Agenda Item 38 – Director of the Office of Government and Community Affairs: City Council will discuss and vote on the ratification of Randy Robison as the Director of the Office of Government and Community Affairs. Robison is currently the Deputy Director of the Office of Government and Community Affairs for the city and has served as Acting Director since February 2021. Randy has over 25 years of lobbying and government affairs experience. Prior to his work with the city, Randy served as the Director of State Legislative and Government Affairs for CenturyLink. Preceding his work with CenturyLink, he served as Owner/President of a government affairs and legislative advocacy firm. Throughout his career in government affairs, Robinson represented industry associations in education, local government, construction, finance and small business. He holds a B.A. in Political Science from Brigham Young University.
Agenda Item 39 – Former Moulin Rouge Hotel Site: On June 14, 2021, the District Court entered an oral decision granting a petition for judicial review in Resource Transition Consultants, LLC, et al. v. City of Las Vegas. A written order is pending before the court. The court’s decision vacated, without prejudice, the City Council Designee’s imposition of civil penalties as a result of nuisance conditions on the site of the former Moulin Rouge Hotel. The City Attorney’s Office considers the Court’s decision legally improper and thus there exists a legal basis to appeal the matter to the Nevada Supreme Court through a petition for writ relief or direct appeal. City Council will discuss and vote on filing an appeal or a writ petition relating to this decision.
Agenda Item 40 – Neighborhood Partners Fund (NPF) Program: City Council will discuss and vote on the funding for 11 neighborhood projects totaling $39,142.30 as part of the Neighborhood Partners Fund Program. The Neighborhood Partners Fund (NPF) Program was designed to encourage neighborhoods to take an active role in improving the quality of life in city of Las Vegas neighborhoods by enhancing the physical, public safety, cultural, recreational or educational conditions of a neighborhood. The program grants up to $5,000 to registered neighborhood groups (neighborhood associations and HOA’s). This year’s NPF project allocation of $39,142.30 will leverage a community match of $65,603.80 in volunteer labor, in-kind donations of goods and services and/or financial contributions.
Agenda Item 41 – Sale of 333 N. Rancho Drive: City Council will discuss and vote on an Agreement of Purchase and Sale and Joint Escrow Instructions between the city of Las Vegas and DFA, LLC for the property located at 333 N. Rancho Drive. The purchase price is $17,500,000 with closing to occur 90 days from the effective date of the agreement, subject to all terms and conditions.
Agenda Item 42 – Vic’s Symphony Park: City Council will discuss and vote on a Retail Lease between the city and Vic’s Symphony Park, LLC, for the development of a full service restaurant and tavern with the iconic Vegas Vic’s brand. Fair Market Rent was appraised by Southwest Property Consultants on May 17, 2021. The term of the lease is 21years with a value of $4,251,282. Tenant shall be responsible for the build out of the retail space estimated at $1,800,000. Landlord’s contribution is $315,000 in rent credit divided equally over a three year period subsequent to Rent Commencement.
Agenda Item 45 – 2050 Master Plan: If adopted at this meeting, the bill will also repeal the Las Vegas 2020 Master Plan, which was approved by vote of the City Council on June 2, 2021, as well as the elements of the 2020 Plan that have been added or amended since that Plan’s adoption, and make corresponding adjustments to various provisions of LVMC Title 19. The bill provides appropriate provisions allowing for a transition from 2020 Master Plan documents to those that form part of the 2050 Master Plan.
Agenda Item 46 – Senior Municipal Court Judges: If adopted at this meeting, the bill will amend LVMC Chapter 2.26 to establish provisions regarding senior municipal court judges. Such judges will be available to conduct jury trials, if necessary, and to perform other judicial functions as needed. The ordinance established minimum qualifications for such judges as described by Nevada Supreme Court rule.
Agenda Item 66 – American Rescue Plan Act of 2021: City Manager Jorge Cervantes will provide a report regarding the American Rescue Plan Act of 2021 (ARPA). ARPA is a $1.9 trillion economic stimulus bill passed by Congress and signed into law by President Biden on March 11, 2021 to speed up the United States' recovery from the economic and health effects of the COVID-19 pandemic. The package builds upon many of the measures in the $2.2 trillion CARES Act from March 2020, and in the $900 billion Consolidated Appropriations Act from December 2020. The City’s funding portion is approximately $130 million, to be allocated over a two year period. This report will discuss the City’s funding use strategy of the ARPA allocated funds received.
