I.1 - Daybreak
Council heard an appeal of the Planning Commission’s decision to approve tentative maps for Daybreak Villages 18A, 19B and associated sequential parcel maps. In four separate motions, the City Council affirmed the decisions of the Planning Commission for the following:

D.2 - Lear Theater
Council accepted the offered donation of the Lear Theater and parking lot by Artown to the City of Reno. The motion included transferring ownership, and the terms of transfer would involve consideration of a multi-year support payment plan. Engagement of subject matter experts, and possibly a community workshop, are considerations in bringing back the Lear Theater into productive use.
D.3 - Interim City Clerk
Council approved appointment of Chief Deputy Clerk Mikki Huntsman as interim City Clerk based on the resignation and reassignment of City Clerk Ashley Turney. As announced in a press release earlier this week, the City of Reno has created a new Office of Innovation and Experience, which will be led by Turney. The motion included coming back at a future meeting to discuss next steps to appoint a permanent City Clerk.
C.1 - Bridge Church Rezoning
Council approved the Planning Commission recommendation to amend the zoning on a 3.89-acre site from Multi-Family 14 units per acre (MF-14) to Public Facility (PF), referred to as the Bridge Church Rezoning. The property is located on the southeast corner of Foster Drive and Hunter Lake Drive. The zone change brings the property into conformance with the Master Plan.
E.1 & F.1 - Stonegate I
Council approved two items related to Stonegate I:
Ordinance Introduction - authorizes the issuance and sale by the City of Reno of its 2021 Special Assessment District No. 2 Local Improvement Bonds, Series 2021; essentially the issuance of the bonds. The Finance Director can now hire the necessary consultants and prepare the required documents for a successful bond sale.
Ordinance Adoption - assesses the cost of local improvements against the assessable property benefited by the local improvements.
B.7 - Poet Laureate
Council approved the appointment of Dustin Howard as the fourth Poet Laureate for the City of Reno from July 2021 to June 2023 with a $1,000 honorarium per year for a total amount of $2,000 from the Room Tax Fund.
G.1 - Citizen Appointments to Boards and Commissions
Council approved:
G.1.1 - Appointment of Michael Ginsburg, Dana Kilroy, Valerie Lovett, Margo Piscevich, Kerry Rohrmeier, Bridget Speer Loring, Ronda Theisen, Jerry Wager and Karla Werninghaus to the Ward 1 Neighborhood Advisory Board.
G.1.2 - Appointment of Mimi FujiiStrickler and Donna Keats to the Ward 2 Neighborhood Advisory Board.
G.1.3 - Appointment of Bryan Carano to the Capital Projects Surcharge Advisory Subcommittee.
