D.3 - Coronavirus Relief Funds

Staff provided council an update on CARES Act funding to combat community impact from the pandemic downturn. Proposals include supplementing excess funds to support another round of $1.2 million in business assistance funds, which could boost over 125 businesses. Distributions to battle food insecurity are expected to target the North Valleys community. Council directed a sweep of $1.5 million from remote work and city facility improvements to enhance the work related to support for the unsheltered population.

D.2 - Reno Stead Water Reclamation Facility Sewer Allocation Program

Council approved the use of 50,000 gallons of capacity created from the "flow shave" project to be used for new growth in North Valleys totalling 125,000 gallons. The remaining 375,000 gallons will be reserved for continued reduction of effluent discharged to Swan Lake for purposes of flood risk reduction. With the previous approved project of constructing a pipeline and pumping out of Swan Lake to irrigate the American Flat farm, diversion of raw sewage from the Reno Stead facility to the Truckee Meadows facility through the flow shave, and normal evaporation; the volume in Swan Lake is only 26% today of what it was in April of 2019.

I.1 - Legacy Village Townhomes

Council approved the appeal to develop a 264-unit townhome residential subdivision on nearly 31 acres north of the intersection of Military Road and Lemmon Drive. The site is zoned Arterial Commercial (AC) and has a Master Plan land use designation of Suburban Mixed-Use (SMU).

I.2 - Daybreak PUD

Council approved a modified version of a tentative map to establish 160 single family detached dwelling units. The 67-acre subject site is located near the intersection of Veterans Parkway and South Meadows Parkway. The site has a Master Plan land use designation of Single-Family Neighborhood (SF) and Special Planning Area (SPA). The developer and appellant agreed to add conditions of approval to address wild horse access and safety as part of the council’s vote to uphold the Planning Commission approval.

G.1.2 - Human Rights Commission

Council appointed Sean Savoy, Tori Sundheim, and Cesar Minera.
