What is CACR 12?

Amherst residents need to contact their representatives to find out their position on CACR 12. If passed it will be very detrimental to Amherst.

In its most simple terms, CACR 12 is a Constitutional amendment that is meant to give the Legislature full control over education funding.  What that means for Amherst is in affect NO state aid to education just as it was before the Supreme Court's Claremont decision.  In fact, in the Nashua Telegraph, Jan. 29, 2012, Governor Lynch stated with regard to changing the constitution"...to allow the neediest school districts to get more money while giving nothing to communities that don't need it such as Amherst..."

The Claremont decision forced the Legislature to fund an adequate education for all NH students. About the 1997 decision, then Justice John Broderick said " the Constitution is color blind on the state's obligation so it is constitutionally irrelevant where the student lives or how wealthy the city or town might be where the student resides."

This amendment, if passed by the 2/3's of all voters in November, will have a huge impact on Amherst's property taxes.
