According to police, a sergeant exiting Consuelo’s Taqueria Restaurant on Amherst Street at just before 1 p.m. noticed a vehicle parked in front of the courthouse that appeared to be videotaping his movements.
“(The sergeant) noticed the male passenger was waving his hand out of the window as he walked past the vehicle,” according to Lt. Brian O’Keefe of the Manchester Police Department. “Buckner allegedly presented his middle finger as he waved toward (the sergeant), so he walked over to the vehicle to check the well being of the two subjects.”

Buckner was allegedly “sweating profusely” and was asked if he needed assistance. He reportedly “became argumentative, tensed up and stated he could give him the middle finger if he wanted to.” The sergeant asked some additional questions and thought that Buckner allegedly was under the influence of an illegal substance and wanted to make sure he was OK, according to the report.
“Buckner allegedly stuck his hand in between the front seat as if he were reaching for an unknown object,” the report stated. “(The sergeant) was fearful for his safety, so he grabbed hold of Buckner’s arm and prevented him from reaching in between the seats. This prompted the officer to physically remove Buckner from the vehicle; however Buckner failed to comply.”
Buckner allegedly went on a “profanity laced tirade” while challenging the sergeant to fight. He was requested to “quell his loud and boisterous behavior” but allegedly refuse and was arrested.
Buckner was held and will be arraigned this morning. The driver, a Vermont woman, was not charged in the incident, according to police.
