Upon arriving at the scene, responding officers determined that the crash was not an accident but rather the culmination of a domestic incident.

According to authorities, officers located a 59-year-old woman suffering from a serious leg injury.

A preliminary investigation revealed that the victim had been involved in an argument with a relative, identified by police as 29-year-old Jamie Spears of Manchester.

During the dispute, Spears reportedly entered a vehicle while the 59-year-old woman was standing directly in front of it.

Police say Spears then accelerated, striking and running over the victim before fleeing the scene.

"Responding officers immediately rendered aid and applied a tourniquet to the victim's injured leg," Manchester Police stated in a release.

The victim was transported to Elliot Hospital for treatment. Officials have confirmed that her injuries, while severe, are considered non-life-threatening.

Following a brief search, the incident came to a resolution later in the day when Spears turned herself in at the Manchester Police Department headquarters.

Spears was taken into custody without further incident and faces multiple charges related to the confrontation:

The incident remains under active investigation.

Police have not released further details regarding the nature of the argument or the current condition of the victim.
