Bedford Rep Report #2
How your District 7 and 41 Representatives are doing in Concord

Last November Bedford voters elected 7 Republican State Representatives to the NH House in Concord, six of whom represent district 7 which covers the town of Bedford only, and one, Laurie Sanborn, who represents a floterial district comprised of the towns of Bedford and Amherst.
In this second report, the roll call votes of each Rep were taken into consideration for March 4, 2015.

CACR1: provides that a 3/5 vote of the house of representatives and the senate shall be required to pass a new tax or license fee or to increase any tax or license fee that has been levied, or to authorize the issuance of state bonds.

HB350: establishes a commission to study the impacts of the property tax on New Hampshire’s residents, businesses, municipalities, and economy.

>>> Traditionally, those asking to “study” the impact of property taxes have been looking for a way to make the case for a state income tax. The fact that this bill was proposed by three Democrats, reinforces this assumption.

>>> Seems to me that showing how one would mark a ballot or any other indicator of how one is about to vote, or providing a sample ballot with suggestions on how to vote is a freedom of speech issue and should never be restricted or fined. Even with parental permission, Democrats would deny a person under 18 the use of a tanning salon, but would allow a person as young as 11 to have an abortion, an invasive surgical procedure, without parental KNOWLEDGE. Mr. Danielson and Mr. Peterson, can we now count on you to vote YES on parental notification for abortions?

HB689: permits political subdivisions to require the default budget to be placed on the ballot as a separate contingent warrant article if the operating budget is defeated. The bill permits a revised operating budget to be voted on if both the operating budget and the contingent default budget are defeated.

>>> Good job everyone. This allows more choices for voters.
HB689 allows the legislative body, via 3/5 majority, to have the operating budget AND default budget appear in separate warrant articles.
If adopted, this is what happens:
If either budget article, operating or default, gets a majority vote, that article becomes next year’s budget.
If neither receives a majority vote, then a special meeting would be held to determine the budget amount regardless of the original operating/default budget amounts.
The bill now goes to the Senate.
This bill would put an end to the gaming of the Default Budget computation because the legislative body, the voters, will have a say on the amount, not just the governing body, school board, as currently mandated.
HB416: increases the per day compensation of members of the Coos county convention for attendance at county convention meetings.

>>> Hundreds of progressive groups have been calling for an Article V Convention since 2009. They hope to use it to eradicate the 1st and 2nd amendments, and write in social contracts for guaranteed income, jobs, and housing, etc. Why would ANY Republican endanger our US Constitution by opening it up to that possiblity? Opening it does not enforce, it merely subjects it to change, and the process cannot be controlled by any state laws.
