Methodology: We examine every single roll call to determine which way the majority of Republicans voted, and which way the majority of Democrats voted. We ignore bills where the two sides voted the same. We then examine every Rep's vote and count whether the vote was with the (majority of) Republicans or with the Democrats. The result is completely objective, not based at all on how someone thinks the Reps should have voted, only on how the majority actually voted.
