​Bedford Town Councilors: Vote Yes On Article 4

In a letter, councilors advise that a $60K loan for water asset management reports will be forgiven at the end of the project.

BEDFORD, NH — Dear Editor: Article 4 of the 2020 Town of Bedford warrant requests approval of a $ 60,000 loan to be secured from the NH Department of Environmental Services Clean Water State Revolving Loan Fund, (CWSRLF) which in turn receives funding from the EPA. The proceeds from this loan will be used to prepare Asset Management Reports that are required under the Clean Water Act. The important provision of this program is that the loan to Bedford is forgiven at the end of the project.

This means that the loan becomes a “grant” and does not have to be repaid and no taxpayer money is used in completing these mandatory programs.

If this request is turned down, the preparation of the required Asset Management Reports will be paid directly from the General Fund meaning that our taxes will be higher than necessary and that we can not recover any funding from either the State of NH or the Federal government.

To oppose this program is irresponsible, and costs all of us extra taxes.

Please vote “YES” to approve Article 4 on March 10, 2020.
