The officer stated that a vehicle was “traveling at an extremely high rate of speed down a hill to his location,” according to the report.

“At that time, a woman and child were standing at the end of a driveway waiting to cross the street to a bus stop,” Bryfonski noted.

The vehicle was clocked at 76 mph in a 30 zone, according to the report.

Velez was arrested and charged. He was released on $1,000 personal recognizance bail and is due in Merrimack District Court in May.

"I am extremely concerned with vehicles speeding in our densely populated neighborhoods and urge drivers to slow down especially in areas with high pedestrian traffic," Bryfonski said. "There is absolutely no excuse for anyone to be traveling at such a high rate of speed, and I hope that this individual learns a serious lesson from this experience. It is lucky that no one was injured as a result of these reckless actions."
