The detective approached the area and spoke to the operators, both adults from Manchester. The man who caused the crashed stated that he was stopped on Beech Street and began speaking with a panhandler, Ramalho, and later, handed her a dollar. The detective then spoke to Ramalho and determined, after an investigation, that she was allegedly “partially at fault for the accident” and arrested her.
Ramalho was arraigned earlier today.
