Prowler with Loaded Syringe was Ready to Celebrate New Year’s Eve: Cops

Richard Feliciano was arrested on numerous charges after he was allegedly found hiding between buildings in the Queen City.

MANCHESTER, NH — A local man was arrested last weekend on charges after police allegedly found him prowling in the Queen City, according to police. Richard Feliciano, 29, was arrested on Dec. 31, 2016, for possession of a controlled drug-heroin, prowling, and resisting arrest.

According to a police report, officers reportedly saw a man on Cedar Street standing between two vehicles at just before 10:30 a.m. As they approached, “the subject immediately walked in the opposite direction of the officers as they approached the area,” according to Lt. Brian O’Keefe of the Manchester Police Department.

An officer exited his patrol vehicle and the man reportedly disappeared. A second officer began patrolling an alley south of Cedar Street but also lost site of the man. Other officers were radioed and the man – later identified as Feliciano – was allegedly found hiding between two houses on Cedar Street. As an officer approached, he allegedly fled on foot but was caught later.

Feliciano allegedly was in possession of a loaded syringe that tested presumptive positive for heroin.

Feliciano was arraigned this morning in Manchester District Court.
