Paul Butler, a retired physician, said the risk of head injuries for students in his school district is too great, Foster's Daily Democrat reported.

"I know I'm not going to win a lot of friends with this," Butler said, according to Foster's. "I think it's the moral thing to do, the ethical thing to do to."
Butler went on to say that even if students are taught the proper way to tackle, they will probably still engage each other with helmets at some point, Foster's reported.
