Police Chief Richard Kane commended Poulin on Monday.
"He's experienced, has a strong character," Kane said. "He has a get-it-done attitude."
Last year, Poulin worked with state prosecutors to bring charges against David Kwiatkowski, who allegedly spread his hepatitis C to 32 Exeter Hospital patients by injecting himself with their medication to get high. Kwiatkowski is currently sitting in jail and faces 98 years in prison on a host of charges.
