Newmarket Town Manager Stephen Fournier Lies, Skirts Truth, Misleads Court!

In a Sworn Affidavit, Mr. Fournier claims the Newmarket Town Charter and Administrative Code authorizes him to enter into contracts on behalf of the Town. This is true, however, what Mr. Fournier failed to inform the Court is that his authority to enter into contracts is limited to “Work done for the Town.” In the same affidavit, Mr. Fournier swore to the Court he was acting within his authority when he signed a settlement agreement on behalf of the Town. These statements were both lies. Mr. Fournier has no authority to sign any settlement agreements on behalf of the Town. This action can only be done by the Town Council. Further, there is no record of the Town Council ever authorizing Mr. Fournier to sign the agreement. The Town Council in an attempt to defraud Newmarket, engaged in illegal and unethical discussions, deliberations, and votes to approve the agreement outside of any public or non-public meeting through email communications with legal counsel. Unethical, illegal, and fraudulent acts by Newmarket’s public officials cannot be condoned, there must be legal accountability. Every member of the Town Council must be removed from office and Mr. Fournier must be fired!
