NHSP: Exeter Bicyclist Fell In Front of Garbage Truck

Margaret "Meg" Rugg, a long-time preschool program advisor, educational consultant, was killed on Industrial Drive today.

A local educational consultant and bicycle enthusiast was killed in Exeter this afternoon while trying to maneuver around a garbage truck stopped at a construction site, according to state police.

Margaret “Meg” Rugg, 64, of Exeter, was killed around 1:30 p.m. on July 22, 2015, on Industrial Drive near Route 27.

According to New Hampshire State Police, a Pinard Waste Management Systems was stopped at a construction zone on the drive when Rugg approached the scene while riding eastbound in the breakdown lane.

The initial investigation revealed that as traffic was being directed through the lane closure, Rugg continued eastbound attempting to maneuver through the lane closure. According to investigators, witnesses stated she lost her balance and fell into the path of the container truck.

“The bicyclist suffered life threatening injuries and succumbed to her injuries at the scene,” according to Trooper Greg Dube. “(The driver of the truck) was not injured in the collision.”

The State Police Collision Analysis and Reconstruction Unit handled the crash scene investigation with assistance by the Exeter Police Department. Assisting on scene were members of the Exeter Police, NH State Police Troop A Barracks, Exeter Fire and Rescue and EMS, and Exeter Highway Department.

At this time it does not appear that drugs or alcohol were factors although the crash remains under investigation, according to Dube.

According to her online profile, Rugg was a bicycle enthusiast, attending events and even biking Mount Washington two years ago. She worked for more than three decades in various preschool programs around southern New Hampshire including the Windham School District. Most recently, she was working as an educational consultant with McCoy Educational Consulting in Windham.
