An open letter to all Newmarket, NH school district educators
Dear educators,
On September 3rd, 2019, I sent a letter to many of you where I called for the resignation of Superintendent Suan Givens, her administrative assistant Penney Botterman, and the dismissal of school district attorney Barbara Loughman.

In my letter, I informed you of my allegations that these individuals have violated the publics’ trust and that they have acted in unethically and illegally in the performance of their duties. I also informed you how I had filed criminal allegations against these bums with the Rockingham County prosecutor’s office and that the school district lied to our courts. Finally, I informed you that you work for a most reprehensible school board and superintendent. Sadly, nothing has changed.
On the same day, Superintendent Givens wrote a letter to all of you in response to my letter in which she claims I am a disgruntled former employee of the district who was dismissed in 2009. She also included a memo from attorney Loughman in which Loughman informed you that my claims of unethical and illegal behavior by the school district are untrue. Givens also blocked me from being able to email all of you, despite the fact she informed you she was advised by state officials she could not do so.

Today I want to convey to you all that the school district, school board, and attorney Loughman have continued their unethical and illegal behavior since the time I first wrote to you. They have continued to defraud our courts with their lies (perjury) and in doing so, disgraced themselves, the school district, the Newmarket community, and public education as a whole.
All of my allegations against these bums to law enforcement and the courts were true. In fact, as of today, I have filed new felony-level criminal allegations against all of them. This case is not over. These bums must be held accountable for their actions which have cost Newmarket taxpayers many tens if not hundreds of thousands of dollars in legal fees.
The one person who is most to blame for all of this (although school district administrators allowed it) is school district attorney Barbara Loughman. Loughman lied to our courts as an initial matter in order to coverup the school district’s violations of Right-to-Know Laws. Every act of perjury committed by the district and school board since that time was done to keep Loughman and the district out of jail for lying to the court concerning the RTK case.
In the meantime, attorney Loughman and her law firm have been raking in Newmarket taxpayer dollars hand over fist in an attempt to keep herself and district officials out of jail.
Unethical and illegal actions are nothing new to attorney Loughman. After all, how do you think the school district was able to dismiss me back in 2009 without any record of a dismissal hearing and no findings of facts?
As a result of all of the lies by Loughman and the district, many Newmarket citizens have been implicated (embroiled) in their lies and coverup. Most notably, Sean Pine, Greg Thayer, Steve Fournier, Pat Ballantyne, Anna Davenport, Nancy Pagnotta, Abby Hatfield, Julia Leary, Meg Louney-Moore, Tom Jennings, Wendy Monroe, Greg Thayer, Kim Shelton, Clay Mitchell, Arlon Chaffee, Craig Dionne, and Penney Botterman.
So, who is telling the truth? That’s an easy one for you to all figure out. The district has been telling two major lies to our courts:
- That the 2015 Superintendent Search Committee Chaired by Al Zink and consisting of Kim Shelton, Clay Mitchell, Arlon Chaffee, and Craig Dionne NEVER MET! This lie is easy to disprove. There are meeting minutes a school board meeting video (December 17, 2015) recording Al Zink informing the world how this committee did meet and all that they accomplished when they met as a committee on November 5th through the 8th, 2015.
- That the 2015 superintendent screening committee, consisting of Sean Pine, Greg Thayer, Steve Fournier, Pat Ballantyne, Anna Davenport, Nancy Pagnotta, Abby Hatfield, Julia Leary, Meg Louney-Moore, Tom Jennings, Wendy Monroe, and Greg Thayer entered into nonpublic sessions and then voted to seal all of these meeting minutes from the public. This lie is also easy to disprove as well. First, both Al Zink and Steve Fournier are on the record stating the committee never met. Second, you could simply ask any one of the above-named individuals if they voted to seal the 2015 meeting minutes. Most telling though is the fact that the district and Loughman have repeated this lie to the courts over these past five years without one single person who served on that committee ever stating they voted to seal the minutes.
Well, you are all free to make up your own mind who is lying and who is telling the truth. If however, you believe I am telling the truth, this certainly means you are working for a most unethical, corrupt, and criminal organization.
P.S. The taxpayers of Newmarket need to sue Loughman and these district bums in order to recoup all of the taxpayer money they paid Loughman throughout these past five years.
