Open Letter to Newmarket, NH School Board Member Phil Nazzaro

Public officials who fail in their responsibilities to the public must resign!

Dear Mr. Nazzaro,

The purpose of this letter is to call your attention to the unethical, immoral, and criminal actions of Newmarket School District officials past and present and to call on you to take action!

Newmarket School District Attorney Barbara Loughman has been perpetrating great frauds upon New Hampshire Courts by knowingly and purposefully lying to the courts to hide violations of RSA 91-A committed by the 2015 superintendent search and screening committees.

These lies by Loughman, in addition to being unethical, immoral, and criminal, have cost Newmarket taxpayers in excess of one hundred thousand dollars (my estimate) and brought great hardships to many, and destroyed Newmarket's reputation.

You are aware of my allegations against Loughman and school officials because I have previously notified you on several occasions asking you to get involved. I have seen no involvement by you and you have not responded to my requests to discuss these crimes with you.

For the record, ignoring my allegations is unconscionable and a violation of your oath of office. Your lack of involvement is a gross dereliction of your duty and responsibilities to the people of Newmarket and the State. Since this is the path you have chosen, I am publishing this open letter for all to see your cowardice and failures as a public official.

The two biggest lies told by Loughman

  1. The 2015 superintendent search committee appointed by the Newmarket School Board never met: Lie! This committee was comprised of Al Zink, Kim Shelton, Arlon Chaffee, Graig Dionne, and Clay Mitchell and they did hold meetings from November 5th through the 8th, 2015 (watch the video at https://www.youtube.com/watch?v=Irn3eskd6PA&t=532s and ask those who served on the committee and review the public documents.
  2. The 2015 superintendent screening committee sealed their nonpublic meeting minutes. Lie! This Committee never sealed any nonpublic minutes. Both Al Zink and Steve Fournier, both of whom served on the screening committee, are on the record stating the screening committee never voted to seal any meeting minutes. Of course, could also simply ask some of the district's current employees who served on that committee, like Principal Pine, Abby Hatfiled, Meg Looney Moore, or Anna Davenport.
  3. As you can imagine, attorney Loughman has had to make-up numerous other lies to cover up her lies to the courts as things progressed. Including that the screening committee's nonpublic minutes remain sealed.
  4. The lies told by Loughman on behalf of the Newmarket school district have cost Newmarket taxpayers more than one hundred thousand dollars in legal fees which I alleged were misappropriate as they were used to pay Loughman to lie to the courts to cover up violations,
  5. These lies told by Loughman were told on two separate occasions to both the Rockingham Superior and New Hampshire Supreme Courts at great expense to Newmarket and State taxpayers.
  6. Attorney Loughman even lied directly to Judge Wageling in Superior Court when she repeated the lie that the 2015 superintendent search committee never met to be awarded attorney fees regarding my motion to have Lougfhman removed.
  7. During an interview with Rockingham prosecutors, Loughman revealed that the only person who ever told her the 2015 superintendent search committee did not meet was Al Zink during a phone call. Mr. Zink lied.
  8. I call your attention to the investigative report of deputy swift and the 12/17/2015 recording of the Newmarket school board meeting. In this video, Al Zink informs everyone that the search committee did hold meetings from November 5th through the 8th, 2015, and detailed exactly what they did and how they passed along their recommendations to the screening committee.
  9. As for the alleged sealed 2015 screening committee minutes? AL Zink informed prosecutors the committee never sealed any of their minutes.
  10. Former School Board Chair Kim Shelton served on both of the boards and of course, knows the truth, as does every other person who served on both of those committees.
  11. You, of course, also know the truth. You know there are no sealed minutes of the screening committee. You also know about the 12/17/2015 school board video recording describing how the search committee did meet.
  12. You also know that Loughman lied on behalf of the school district to fraudulently obtain nearly 6 thousand dollars of my money (extortion).
  13. A responsible public official would review this letter, examine the public record, including the 12/17/2015 recording, and ask questions.
  14. A responsible public official would contact Kim Shelton, Al Zink, Clay Mitchell, Arlon Chaffee, and Craig Dione and ask them about their November 5th through the 8th meetings as members of the search committee.
  15. A responsible public official would look for himself if any sealed nonpublic meeting minutes exist, He would also contact every member of that screening committee to ascertain if those members ever voted to seal the minutes of their committee.
  16. A responsible public official would, after confirming everything I have informed you as being true, immediately fire Loughmaan followed immediately by a lawsuit against her and her law firm for engaging in unethical, immoral, and criminal acts.
  17. A responsible public official would see to it that Newmarket taxpayers were repaid by Loughman every penny she received by lying to New Hampshire Courts.
  18. And a responsible public official would return the money I paid to the district based upon the lies told by Loughman to the courts.
  19. Many of your fellow board members, Kim Shelton, Gary Swanson, Andrew Haemker, Heather Durant, Amy Tilton, and many others, each took the low road. They engaged in unethical, immoral, and criminal acts by covering up the crimes committed.
  20. I am forwarding a copy of this letter to the Attorney General, DOE, and many other public officials. It’s time for you to resign or step up and do what's right.

Do your job! Conduct yourself with honesty and integrity.
