According to Deputy Chief David Hobbs, at around 1 a.m., Sparks was reportedly involved in a domestic dispute in town, allegedly “knowingly engaging in the strangulation of the victim.” Other domestic violence charges stem from alleged “incidents of unprivileged physical contact with the victim” while also reportedly damaging a vehicle that did not belong to him, Hobbs said.
