Derry Man Arrested for Second Time in Four Days

Suspicious male in Manchester arrested after "skulking around parked motor vehicle."

According to a report, Manchester Police officers were working a plain clothes assignment on April 16, 2015, when they observed a suspicious male subject skulking around parked motor vehicles.

They allegedly observed James Cavanaugh, 24 of Derry, make repeated “loops” around Arms Park and Fratello’s Restaurant while on foot. The officers grew suspicious because he was walking in between cars while looking inside each vehicle he passed. They eventually stopped and arrested him near Fratello’s and charged him with Loitering.

On April 20, a detective completed an arrest warrant for Cavanaugh for an attempted theft, a felony. According to the arrest warrant, Cavanaugh has been charged 16 times for theft related charges and four loitering charges since January 2014. He is being charged with a felony level offense because of two prior convictions for theft related offenses.

On April 13, approximately 5:45 a.m., Cavanaugh was reportedly located in the area of 133 Oak St. A concerned resident contacted police and stated an unknown man, later identified as Cavanaugh, had allegedly entered his cousin’s motor vehicle. The man was walking his dog in the area when he witnessed the attempted theft, so he immediately contacted the Manchester Police Department.

Police responded on scene and located Cavanaugh. However, he did not have any items other than loose change, so the officers released him from the scene without arrest. Based on the follow-up investigation and Cavanaugh’s past record, a detective requested an arrest warrant.

He was picked up on the arrest warrant Monday afternoon and transported to police headquarters. His bail was set at $10,000 cash/surety. He appeared in the 9th Circuit Court on April 21.
