The woman later left to go to Elliot’s main hospital a short time later while arranging for a family member to take care of the child.

When police caught up with the driver – later identified as Sparks – they alleged that she was under the influence of heroin and arrested her. Since a child was in her vehicle earlier when she first reportedly went to walk-in care, the charges were elevated.

Sparks was released on personal recognizance bail and is due in court on April 22.
