1. PFAS/Clean Water Act: U.S. EPA Environmental Appeals Board Addresses Conservation Law Foundation Petition for Review of Manchester, New Hampshire NPDES Permit (jdsupra.com) — Federal environmental judges have sent part of Manchester's wastewater discharge permit back to the EPA, saying the agency must better explain how it's handling PFAS under New Hampshire's water quality rules. The decision keeps the city's Merrimack River discharge permit in place but could lead to new PFAS limits that affect local infrastructure, industry, and ratepayers.
2. Manchester couple fell victim to new FBI agent impersonation scam (unionleader.com) — A Manchester couple's experience losing thousands in a bitcoin scam is prompting fresh warnings from the FBI about callers posing as banks and agents, then steering victims to cryptocurrency ATMs. The piece explains how the fraud works, highlights recent Manchester clerks who stopped similar losses, and outlines a new state law capping daily crypto kiosk transactions and requiring refunds for promptly reported fraud.
3. Easterseals NH to close Manchester, Rochester adult day programs this fall (unionleader.com subscription) — Easterseals NH will shut down its Manchester adult day program and end homemaker and personal care services statewide on October 17, citing low enrollment, rising costs, and staffing shortages. About 130 adult day participants in Manchester and Rochester, plus 245 home-care clients, now face finding new support as local officials question the impact on seniors aging at home.
4. Manchester Police officer back on 'full duty' after video of arrest prompts investigations (unionleader.com) — A Manchester police officer seen in a widely shared May arrest video is back on full duty after internal and state investigations found his use of force did not warrant criminal charges. The case, involving an alleged domestic assault on Bruce Road, is now headed to Superior Court while the department maintains his actions were reasonable under the circumstances.
