Former IRS Agent From Merrimack Stole CARES Act Funds

Charles Clark fraudulent obtained $62,300 in Economic Injury Disaster Loan program funds and renovated an investment property he owned.

CONCORD, NH — A man from Merrimack pleaded guilty to making false statements in an effort to secure $62,300 in CARES Act funds.

Charles Clark, 64, pleaded guilty in U.S. District Court to applying for a loan in July 2020 with the Economic Injury Disaster Loan program that he did not qualify for. The funds were issued by the Small Business Administration to assist businesses in recouping payroll, sick leave, and production costs due to the coronavirus pandemic closures.

“In his EIDL application, Clark falsely claimed to have been an independent contractor working in the ‘Hair & Nail Salon’ industry when he was working as a full-time IRS employee,” U.S. Attorney Jane Young said. “He obtained $62,300 in funds which he then misused by spending them on renovating an investment property he owned.”

Clark will be sentenced on Jan. 5, 2023.
