It's the end of summer, it's peak campaign season, and yet the state budget process for the next biennium has begun!
Greetings!
Although we are in peak election season, the upcoming state budget cycle has already begun! The legislative process to adopt the state budget occurs in odd-numbered years, but as the cycle timeline goes - it starts right about now.
In the summers of even-numbered years, state departments and agencies prepare proposed budgets. These proposed budgets are then used by the Governor to prepare the Governor’s proposed budget.

The Governor’s proposed budget is due to the New Hampshire House Finance Committee by February 15 in odd-numbered years (per RSA 9:2). It is after February 15 (in odd-numbered years) that the budget is thoroughly reviewed first by the New Hampshire House of Representatives, and then by the New Hampshire State Senate. Important note: Public input on the state budget is always welcome.

Last cycle, the state budget total was $15.3 billion dollars. Heading into this cycle, the state already faces major expenses including the victims fund to compensate for Youth Detention Center abuse, and education adequacy aid. Stay tuned as the state budget process is just beginning for the ’26-’27 Fiscal Year.
