Greetings!

In New Hampshire, odd-numbered years are when the state budget is created for the upcoming two years. The budget process starts with the Governor.

By February 15, the Governor will submit his draft of the state budget to the House Finance Committee. The Governor’s budget is prepared after several months during which state agencies submit their requests.

The House Finance Committee then has until early April to work on the state budget before the full House votes. After the House votes, the budget moves to the Senate, where it is worked on until June.

Last biennium’s state operating budget was $13.6 billion. The state budget covers six functions of government: general governance, administration of justice and public protection, resource protection and development, transportation, health and social services, and education. Health and social services make up 42.7% of the state budget.
