Legislative Updates by Rep. Maureen Mooney for June, 2024

Congratulations to the Merrimack High School Class of 2024 and recent Legislative Updates

Greetings!

The New Hampshire legislature is still in session making sure each bill is acted upon by the deadlines. Here are two bills of interest to the Town of Merrimack:

SB 553-FN (AN ACT requiring that funds held by the public deposit investment pool be invested in New Hampshire). In 1992, the public deposit investment pool (a/k/a “PDIP”) was established to allow school districts, counties, and municipalities the option of investing funds to meet needs. See RSA 6:45. Over time, the fund has grown to approximately $700 million invested by public entities. This bill, as originally introduced, would have required all funds held by the PDIP to be invested or deposited within the state of New Hampshire, and be insured or collateralized. The original bill passed through the state senate 24-0. It was voted “interim study” in the House on a voice vote. The bill will not proceed further this legislative session.

HB 2024-FN (AN ACT relative to the state 10-year transportation improvement plan). This bill has undergone several amendments, including a recent title change. This is the “10-Year Transportation Improvement Plan” which contains the provision regarding Merrimack’s Continental Boulevard. After much disagreement and debate, a Committee of Conference consisting of four House members and three Senate members (none appointed from Merrimack) agreed on a compromise amendment that would classify Continental Boulevard as a “state road” only until July 1, 2029. I will continue advocating on behalf of Merrimack for the state to take full responsibility for maintenance and repair costs so that the burden does not fall on Merrimack taxpayers. Congratulations to Merrimack High School’s Class of 2024 graduating this Saturday! As Shakespeare wrote in The Merry Wives of Windsor, “Why then the world’s mine oyster, . . .” I wish you all the very best, especially my nephew David and his Tomahawk teammates.

I have filed to run for a sixth term to the NH House representing Merrimack. It is an honor to represent you, and I respectfully ask for your vote again. This fall, the election dates are: State Primary on September 10, 2024 and the General Election Day on November 5, 2024.
