Milford Town Elections To Take Place March 18
Postponed election held Saturday. Voters will determine officers, budget, new town equipment, and other items.

MILFORD, NH — Milford residents will have the chance to cast their votes to elect officers to the town and to decide on the upcoming year’s budget on Saturday, March 18, 2017.
Below are the ballot items, including open positions. Links to more details and presentations on the town’s website are included. Several items on the ballot are to establish capital reserve funds.
Article 1: Election of officers

Selectmen (two will be elected for a three year term):

Article 2- Zoning Changes – Three Ballot items
Warrant Article 3: Reconstruction of Town Roads- $2,000,000 Bond-
Money will fund the reconstruction of approximately 11 miles of roads. This article requires 60 percent vote to pass. Would have no tax impact this year.
Warrant Article 4: Wastewater Emergency Back-up Generator Replacement-Bond- $375,000 –
Would replace the current generator from 1979. Requires 60 percent vote. Would be paid for through wastewater usage fees.
Warrant Article 5: Storm Sewer Video Inspection –Bond- $73,200-
Article is needed to correct language in Article 4 that resulted in underfunding from the state. No tax impact this year.
Warrant Article 6: Town Operating Budget- $13,973,281
Proposed budget is $168,000 more than last year’s default budget. The estimated tax impact is $0.164 over the 2016 Budget or $16.40 on a home value of $100,000.
Warrant Article 7: Water Department Operating Budget- $1,442,008
If defeated, would default to last year’s budget.
Warrant Article 8: Wastewater Treatment Operating Budget- $1,947,540
If defeated, would default to last year’s budget.
Warrant Article 9: Bridge Replacement Capital Reserve- $175,000
A 2014 study found 18 town bridges in need of work. Nine have been identified as high priority. Estimated tax impact is $0.130 or $13.00 on a home value of $100,000.
Warrant Article 10: Public Safety Communication Equipment Replacement -Capital Reserve-$40,000
Would establish a capital reserve fund to replace equipment (excluding MACC Base). This Article has an estimated tax impact of $0.030 or ($3.00 on a home value of $100,000). Funds would be used to replace portable radios in vehicles, according to the minutes from the Budget and Bond Public Hearing that took place on Jan. 9.
Warrant Article 11: Fire Apparatus Replacement- Capital Reserve-$25,000
Would establish a capital reserve fund. This estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 12: Town Facilities Renovation and Major Repair Replacement- Capital Reserve- $25,000
Would establish a capital reserve fund. The estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 13: Ambulance Vehicle Replacement- Capital Reserve- $25,000
Would establish a capital reserve fund. The estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 14: Keyes Park Expansion Committee Project Capital Reserve- $25,000
Would establish a capital reserve fund. The estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 15: Assessing Revaluation Capital Reserve-$15,000
Would establish a capital reserve fund. Fund would be used for revaluation of real estate assessments to meet requirements. Estimated tax impact is $0.011 or $1.10 on a home value of $100,000.
Warrant Article 16: LED Lighting, Energy Savings Project- $110,000
This would fund energy-efficient street and outside lighting. Estimated tax impact is $0.049 or $4.90 on a home value of $100,000. The Town expects an annual energy cost savings of approximately $36,000.
Warrant Article 17: Dump Truck (8 Cubic Yard)- 5-Year Lease/Purchase (Annual Payment $37,000/Total Purchase Price $170,000)
Would replace a 2000 dump truck. Estimated tax impact is $0.027 or $2.70 on a home value of $100,000.
Warrant Article 18: Public Works Grader- 5-Year Lease/Purchase (Annual Payment $26,000/Total Purchase Price $120,000)
This would replace a 1974 grader that is inoperable. Estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 19: Tractor/Backhoe- 5-Year Lease/Purchase- $24,000 (Annual Payment $24,000/Total Purchase Price $110,000)
Would replace 2001 tractor/backhoe. Estimated tax impact of $0.018 or $1.80 on a home value of $100,000.
Warrant Article 20: Social Services - $35,000
Provides funds to social service agencies for Milford residents. Estimated tax impact is $0.026 or $2.60 on a home value of $100,000.
Warrant Article 21: Non-Emergency Community Transportation Bus Services - $30,000
Provides Town’s share to Souhegan Valley Transportation Collaborative (SVTC), which provides transportation services to seniors, people with disabilities, and the general public. Estimated tax impact is $0.022 or $2.20 on a home value of $100,000.
Warrant Article 22: Pumpkin Festival, Holiday Decorations and Plantings- $23,000
Provides support (public works, police, fire, ambulance). Also funds flowers around the oval and holiday decorations. Estimated tax impact is $0.017 or $1.70 on a home value of $100,000.
Warrant Article 23: Summer Band Concerts- $9,000
Estimated tax impact is $0.007 or $0.70 on a home value of $100,000.
Warrant Article 24: Fireworks- $8,500
This money funds the Independence Day Fireworks. Estimated tax impact is $0.006 or $0.60 on a home value of $100,000.
Warrant Article 25: Funding of the Annual Labor Day Parade- $10,000
The funds cover bands, musicians, and other expenses for the annual parade. Estimated tax impact is $0.007 or $0.70 on a home value of $100,000.
Warrant Article 26: Memorial, Veterans & Labor Day Parades and Recognition- Town Support- $6,000
Covers cost of town departments that support the parades. Also covers flags placed on graves of Veterans on Memorial Day. Estimated tax impact is $0.004 or $0.40 on a home value of $100,000.
Warrant Article 27: Expanding Veteran’s Credit
Would expand the $300 tax credit to cover more veterans. Estimated tax impact is $0.060 or $.60 on a home value of $100,000.
Warrant Article 28: Merge Town Properties with Mile Slip Town Forest- $0
No tax impact.
Warrant Article 29: Authority to Grant Community Revitalization Tax Relief- $0
No tax impact.
Warrant Article 30: Conservation Land Fund- $25,000- By Petition
Fund will be used for acquisition of property and other conservation purposes. Estimated tax impact is $0.019 or $1.90 on a home value of $100,000.
Warrant Article 31: Sports Fields Along Heron Pond Road- $0- By Petition
Fields are already complete. No tax impact.
