Flynn was charged with two counts of assault; Monaco was charged with three counts of assault. The pair will be arraigned Sept. 13 in Nashua District Court.
The charges carry a more severe penalty because the duo were on duty at the time, according to Attorney General Joseph Foster.
The day after the incident, New Hampshire Gov. Maggie Hassan condemned the attack, saying it raised "serious concerns."
The chase in question started in Holden, Mass. when the suspect, Richard Simone, 50, of Worcester, failed to stop for officers because he had several warrants, police said. The chase weaved into New Hampshire and at one point, Simone struck a utility pole but continued on, police said.
A WHDH-7News helicopter followed the chase; a videographer aboard captured the events and the violent end.
