Pignatelli: Transportation Plan Meetings Upcoming; Council Notes
Plus: Honigberg confirmed to the Superior Court; Greater Nashua Council on Alcoholism contract tabled; NH Veterans Home grant approved.

NASHUA, NH — The following is information from Executive Councilor Debora Pignatelli of Nashua from the Aug. 15, 2019 Council Meeting.
Greetings!
Here is an update on GACIT (Governor's Advisory Commission on Intermodal Transportation). As your Councilor, I am a member of this Commission along with the other Councilors and Victoria Sheehan, our Commissioner of Transportation. The 10 Year Plan begins with GACIT. Then, goes to the House of Representatives, then the Senate and finally to the Governor.

Public hearings have been scheduled to solicit input and recommendations to the Draft 2021-2030 Ten Year Plan that was recently released. I will be holding 3 Public Hearings in my District. Here is the schedule:.
- Sept. 18: Peterborough – Town House – 6pm
- Sept. 25: Nashua – City Hall – 3rd Floor Auditorium – 6pm
- Sept. 26: Milford – Town Hall – 6pm
I encourage anyone interested to come to any of the Public Hearings, testify about the needs as you see them, or just observe the process. It will be my pleasure to welcome you.

The Governor and Executive Council met on Aug. 15. Below are notes of items I think of interest to our Council District 5. Items may have a link to documents with more information.
The next Governor and Council Meeting will be held on Wednesday, August 28, 2019 at 10:00 a.m. in Manchester, NH. Our meetings are always open to the public. Please let me know if you would like to attend so that I may greet you personally.

#C. Authorized the confirmation of Major Daniel Godfrey of Hollis, for appointment to the rank of Major, NH Air National Guard. VOTE: UNANIMOUS
#11 TABLED Authorize to amend a retroactive sole source agreement with Greater Nashua Council on Alcoholism, Nashua, (originally approved by G&C on 9-7-16, item #9), for the provision of substance use disorder treatment services, residential and/or supportive housing, and wraparound services for pregnant and/or parenting women who are experiencing substance use disorders, have income at or below the 185% Federal Poverty Level, and are homeless or at risk of becoming homeless, by increasing the price by $166,667 from $1,500,000 to $1,666,667 and by extending the completion date from June 30, 2019 to October 31, 2019. 100% Federal Funds. VOTE: 4-1 (Pignatelli)
#31 Authorized, under the Community Development Block Grant program, to award a grant to the town of Peterborough, in the amount of $120,000 for the purpose of providing funds to the Monadnock Economic Development Corporation to provide a loan to Nuttin Ordinary LLC. Effective August 14, 2019 through June 30, 2021. 100% Federal Funds. VOTE: UNANIMOUS
#57 Authorized to enter into a contract with Maureen Shields, Hollis, NH, as a Master Surrogate Parent, providing management and support for trained and certified volunteer educational surrogate parents, in an amount not to exceed $75,000. Effective upon G&C approval through June 30, 2022. 100% Federal Funds. VOTE: UNANIMOUS
#71 Authorized the Division of Public Works Design and Construction to enter into a contract with D.L. King & Associates Inc., Nashua, for the NH Veterans Home Security Infrastructure Improvements and Fire Barrier repairs, Tilton, for a total price not to exceed $614,000. (2) Further Authorized a contingency in the amount of $216,000 for unanticipated expenses, bringing the total to $830,000. (3) Further Authorized the amount of $27,000 for payment to the Department of Administrative Services, Division of Public Works Design and Construction, for engineering services provided, bringing the total to $857,000. Effective upon G&C approval through June 30, 2020. 100% General Capital Funds. VOTE: UNANIMOUS
The Executive Council confirmed the following individuals to State Boards and Commissions:
- Craig R. Moul of Weare to the Deferred Compensation Commission
- Martin P. Honigberg of Concord to the New Hampshire Superior Court – You may recall that the Governor held up this Confirmation after his pick for the Supreme Court was voted down by the Council, 3-2. I have been asking for this nomination to come before the Council for the last couple of months. The new Judge will serve the state with distinction, I believe. The vote was 5-0.
These communities are in District 5: Amherst, Antrim, Bennington, Brookline, Deering, Dunbarton, Fitzwilliam, Francestown, Greenfield, Greenville, Hillsborough, Hollis, Hudson, Jaffrey, Litchfield, Lyndeborough, Mason, Merrimack, Milford, Mont Vernon, New Boston, New Ipswich, Peterborough, Richmond, Rindge, Sharon, Swanzey, Temple, Troy, Weare, Wilton, Windsor and the City of Nashua
