Jacob O'Connell charged, according to Portsmouth Police.

A man with “no fixed address” is facing two counts of criminal mischief after allegedly spraypainting graffiti downtown.

Jacob O’Connell, 31, was arrested on Oct. 5, on the charges, according to police, after officers were called to State Street to at around 9 p.m. investigate “suspicious people walking around the inside of the building.”

The officers found fresh graffiti in the laundry room of the complex and later, located O’Connell nearby, allegedly with “evidence of the crime in his possession.” Other fresh graffiti was also found outside of the Starbucks in the square.
