Cops: Mom OD'd on Heroin in Front of Her Child

Salem Police arrest Kari Houlne on endangering the welfare of a child charge after reported overdose.

A local woman was arrested this week after reportedly overdosing on heroin in front of her 4-year-old child, according to police.

Kari Houlne, 31, of Salem, was arrested on Oct. 13, 2015, on an endangering the welfare of a child charge.

According to police, officers were sent to a home for a report of a person overdosing on heroin. The caller reportedly stated that the woman was unconscious and not breathing. The caller later stated that Narcan was administered and the woman was then alert and breathing.

When officers arrived, they discovered that the occupants had vacated the room. However, according to Lt. Joel Dolan, “there were obvious signs of alcohol consumption as well as narcotics use. Additionally, an empty Narcan injector had been discarded on the windowsill where there were also some toys belonging to a child.”

The occupants of the room were later found on Stiles Road. The woman, later identified as Houlne, allegedly admitted to police that she injected heroin in the room with her child and a man later administered the Narcan when she reportedly overdosed, according to Dolan.

Houlne was arrested and charged. The child was taken to Parkland Medical Center for evaluation and later, released to family members. Houlne is due to be arraigned in Salem District Court on Nov. 23.
