Heroin Dealer Had Mass. Constable Badge: Salem Cops

Police say it's unknown how Rafael Concepcion of Methuen, MA, came to be in possession of the badge after being arrested for dealing drugs.

SALEM, NH — A Bay State man was arrested yesterday for allegedly dealing heroin in the parking lot of the Babies R Us on South Broadway in Salem, according to police. Rafael Concepcion, 47, of Methuen, MA, was arrested on July 6, 2017, after police were sent around 1 p.m. to the store for a possible drug sale incident. According to Capt. Joel P. Dolan of the Salem Police Department, detectives observed a vehicle matching the alleged dealer’s vehicle pull into the lot, watched as a man spoke briefly with another person, and then, allegedly engaged in what appeared to be a narcotics transaction.

“Detectives were able to speak with both parties and confirm a narcotics deal did, in fact, just transpire,” Dolan alleged. “Detectives learned 8 grams of heroin had been purchased for $110. No additional narcotics were located in the vehicle.”

Concepcion was arrested without incident, transported to police headquarters, and processed where detectives later allegedly discovered him to be in possession of a Commonwealth of Massachusetts Constable badge.

“It is unknown, at this time, how Concepcion came to be in possession of the badge,” Dolan noted.

Concepcion was released on $1,000 cash bail and is due in Salem District Court on Aug. 28.
