Please State Representatives: Vote NO on SB11
The costs of implementing SB11 seem to be unknown but potentially enormous.
I oppose SB11 and ask our legislators to vote NO for some of the following
reasons:
SB11creates an additional layer of bureaucracy that will need additional
funding/bonding at taxpayers’ expense. For example, legislators who have
opposed SB11 have said that folks who have already gone through the
process of developing their property and getting the necessary storm water
permits may be subject to unforeseen taxation of storm water
(rainwater) runoff on their property!! If so, this is incredible and wrong.
SB11 really seems more about finding ways to expand the size of government for special interests which always means hitting the taxpayer in the pocket.

The planners and local government association have once again come
up with a scheme to foster what they describe as a new regional
approaches (what they really mean is a new level of government and
hence a new level of taxation for property owners and the newly created class
of "users") to providing utility services to multiple municipalities;
the state must enable municipalities to enter into agreements that provide for
efficient means of collectively financing and operating such services.....and authorize the establishment of charges to owners and users of property.
Once the government creates a new form of taxation it will never go away. SB11
creates new taxes and additional layers of bureaucracy that the taxpayers (you
and me) will have to support and fund.

The real struggle seems to be with the growing regulatory burdens and unfunded
mandates from the federal government. But, instead of stopping the
federal insanity, the backers of this bill have been convinced by influential
forces to pass the burden onto us as unsuspecting and overburdened taxpayers
and property owners.
There will be additional assessments and fees [assessed] against the owners or
users, or both, of properties in the water and/or sewer utility district and
shall be based upon a formula determined by the municipality to be in
relative proportion to benefits received by each property owner or user, or both, in the water and/or sewer utility district. [Even] government
property and non-profit organizations within the district shall be
subject to the assessment and fees.
Interest and other collection procedures shall be made by the tax collector or
other official responsible for property tax collection. Enforcement powers
for nonpayment shall be the same as those provided under RSA 80 relative to
property tax collection.
SB11 has more to do finding new ways to tax us and expanding
government while eliminating local control at the Town level than it does
anything else. It does not help
residents or the environment, but it certainly expands the size and role of
government while finding new ways to hit us with more taxes and fees including
new assessments and interest penalties, etc.
I ask our NH State Representatives to please vote no on SB11.
