Traffic Stop Leads to Capture of Aggravated MA Felon Wanted on Child Sex Charge in NY

NHSP: Three illegal aliens living in Worcester were detained on I-93 in Windham. Two were fugitives and one was a registered sex offender.

WINDHAM, NH — A traffic stop on I-93 South for a marked lanes violation led to the capture of three illegal aliens by New Hampshire State Police, according to a press statement. Segundo Mayancela, unknown age, of Worcester, MA, was cited for unsafe lane changes and unlawfully transporting passengers in the cargo area of a commercial vehicle. Also arrested was Rodolfo Raxton-Garcia, 31, pictured, of Worcester, MA, an aggravated felon and sex offender who allegedly failed to register when moving to Massachusetts, who was also wanted out of New York for sexual contact with a child under 14.

According to state police, at around 5 p.m. on March 21, 2017, a state trooper stopped a van in Windham after reportedly observing that the vehicle was unable to stay within a single marked lane while traveling south on I-93. The operator of the van as well as each of the occupants who were passengers were determined to be people who had entered the United States unlawfully, according Lt. Noyes of the NHSP.

“During this traffic stop, U.S. Immigration and Customs Enforcement (ICE) agents assisted (the trooper) with positively identifying each of the vehicle’s occupants through the use of a mobile digital fingerprint scanner,” Noyes stated. “ICE agents identified a passenger, Raxton-Garcia, as an aggravated felon out of the state of New York. A warrant for Raxton-Garcia’s arrest had been issued in New York charging him with sexual contact with a child under 14 years of age. It was also discovered that Raxton-Garcia, while being required to register as a sex offender, had failed to do so.”

In addition to Raxton-Garcia, ICE agents took another of the vehicle’s occupants into custody after his identity was verified and he was also determined to be a wanted fugitive, Noyes noted.

“These subjects were transported to the Strafford County Jail where they will be held pending the disposition of local charges and their removal from the United States,” he stated.
