Which NJ Schools Rely Most, Least On State Aid?

State aid plays a key part in shaping New Jersey schools, but the dollar figure each district receives doesn't tell the whole story.

NEW JERSEY — State aid plays a key part in shaping New Jersey schools, but the dollar figure each district receives doesn't tell the whole story. To help New Jerseyans get a better sense of how it impacts budgeting, Patch compared each district's state-aid figures with their total spending in the 2020-21 school year.

A district may receive tens of millions in state aid for the school year, but it may represent a small share of their total budget. For instance, the state gave the Bayonne School District — one of the largest in New Jersey — $67.8 million for 2020-21, but that aid represented only a third of its $203.3 million budget.

Meanwhile, smaller school districts may receive less money, but that lower dollar figure may represent a hefty portion of their spending. More than half of the one-school East Newark School District's total spending ($5.5 million) came from state aid ($4 million) in the 2020-21 school year.

School funding in New Jersey comes from a variety of sources, including municipal and county taxes, the state funding and grants. Federal funding provides another source for balancing budgets, but most New Jersey schools receive minimal federal aid.

New Jersey's school-funding formula for state aid comes from S2 — a controversial law passed in 2018 that modified how the state determines to allocate its funding for each district. FY2023 would be the fifth of seven state budgets that S2 will impact.

Gov. Phil Murphy has defended S2, saying the funding formula had to change to address inequities within the state. But critics have pointed to the losses in state aid among many school districts, which has sometimes resulted in cuts.

Every year, Patch releases state-aid figures for each school district from the governor's proposed budget. Each district's figure plays a key role when school officials determine their budgets for the upcoming educational year.

But school budgets typically don't get finalized until months after the governor releases the proposed state spending plan. So Patch analyzed each district's total spending in the 2020-21 school year — the last year in which the figures have been calculated in the state's taxpayers' guide — with finalized state-aid numbers from that year.

Patch only included districts that were listed in both the taxpayers' guide and the New Jersey Department of Education's state-aid summary.

Here's a list of the New Jersey school districts that relied most on state aid in the 2020-21 school year. The rankings show the district name, county, state-aid amount, the district's total spending for the school year, and the percentage of that spending that came from state aid.
