Asbury Park Plans To Expand Parking Access

ASBURY PARK – Asbury Park officials say they are continuing to improve the parking experience for residents, employees and visitors, and they're doing it by expanding access.

Beginning January 2, 2020, the city will expand certain permit and metered parking areas and update permit regulations with the goal of increasing turnover and allowing residents to more easily find parking spaces.

Enforcement of expanded permit areas will begin February 15, 2020. Design has begun on a new Downtown Parking Garage to increase parking inventory with construction anticipated to start mid next year.

2020 Parking Permits will go on sale January 2, 2020 – and to give existing parking permit holders time to purchase their 2020 permits, existing 2019 permits will be valid until January 31, 2020.

Updated Permit and Metered Parking Areas

This past summer, the city’s Parking Committee conducted a survey of residents in potential expanded permit parking areas. Based on the results of the survey, and further data analysis, the following permit parking areas will be expanded January 2, 2020 with enforcement beginning February 15, 2020:

Zone 1

  • Resident-only parking on the north side of Eighth Avenue between Grand and Park Avenues will be introduced

Zone 2

  • Bergh Street between First and Fifth Avenues will be converted to metered parking and added to the permit parking area
  • Asbury Avenue between Heck Street and Grand Avenue will be converted to metered parking and added to the permit parking area
  • First Avenue between Bergh Street and Grand Avenue will be converted to metered parking and added to the permit parking area
  • Heck Street between Asbury Avenue and First Avenue will be converted to metered parking and added to the permit parking area

Zone 3

  • Third Avenue between Bergh Street and Grand Avenue will be converted to metered parking and added to the permit parking area

Zone 4

  • Resident-only parking on the south side of Monroe Avenue between Grand Avenue and Emory Street will be introduced
  • Emory Street between Summerfield and Monroe Avenues will be converted to metered parking and added to the permit parking area

Updated Parking Permit Regulations

Significant changes to the Employee Parking Permit program will be piloted in 2020 to increase the availability of parking for downtown business patrons and to respond to construction of a new parking garage at the Transportation Center site.

All changes to the Employee Parking Permit will be evaluated monthly and any needed adjustments will be made. Additionally, new off-season benefits will be available to Resident Parking Permit Holders. All changes will go into effect January 1, 2020.

New Quarterly Renewals: Employee Parking Permits will now need to be renewed on a quarterly basis – with annual renewals no longer available. The change will provide flexibility for the City to evaluate changes to permit regulations throughout the year based on the progress of the new Downtown Parking Garage.

No Employee Parking Downtown (Zone 4) on Weekends: 7-day Employee Parking Permit holders may park in the Zone 4 permit areas on weekdays. However, each Friday, starting at 6pm through Monday morning at 9am, employees will no longer be permitted to park on-street in the downtown (Lake, Summerfield, and Grand Avenues).

Employee Parking Permit holders may park in the Bangs Avenue Garage, City Hall Parking Lot, Transportation Center Parking Lot or Memorial Drive Parking Lot on weekends.

New Business Purchases of Employee Parking Permits: New for 2020, businesses will be allowed to purchase Employee Parking Permits for their employees. Businesses may assign any employee vehicle to the parking permit, however only one vehicle may be assigned to each permit. Proof of employment (notarized letter or two recent pay stubs from the business) will still be required for each employee vehicle assigned to a permit.

New Off-Season Benefits for Resident Parking Permit Holders: Currently, Resident Parking Permit holders may register multiple vehicles to a single parking permit, however only one registered vehicle may park in a permit area at a time. Beginning in 2020, during the off-season (October 16th through April 14th each year) Resident Parking Permit holders may park all vehicles (up to 3) assigned to a permit in permit areas.

During the peak season (April 15th through October 15th), only one vehicle per permit may park in permit areas at any given time.
