An initial investigation by police did not show careless operation or speeding as a factor. Hoover was also wearing dark clothes and the collision happened in a poorly lit area of Route 72, police said.

The incident is under investigation by Officer Justin Pascale of the Traffic Safety Unit. If anyone has any information regarding this incident, police ask that you contact him at Jpascale@staffordpolice.org.
