Registered Sex Offender Exposed Self In Manahawkin Parking Lot: Police

James G. Doll, a registered sex offender, was charged with fourth degree lewdness for acts in the Target parking lot, Stafford police said.

MANAHAWKIN, NJ — A Howell man and registered sex offender was charged with lewdness after exposing himself in the Target parking lot, Stafford police said.

James G. Doll was charged with fourth degree lewdness after an investigation into an "act of lewdness" in the parking lot on Jan. 17, police said.

A warrant was issued for Doll's arrest and he was taken into custody on Jan. 18, police said.

Under New Jersey law, fourth degree lewdness involves exposing genitalia "for the purpose of arousing or gratifying the sexual desire of the actor or of any other person" where the actor knows or expects to be seen by a child under 13-years-old or someone with a mental disability where they are unable to understand the sexual nature of the act.

Doll is a tier 2 sex offender categorized as "repetitive compulsive" under Megan's Law.

He was first convicted of lewdness in 1995, where he was described as having a history of performing "indecent acts" in a vehicle in the presence of victims, according to the state's sex offender registry.

Doll was also convicted of endangering the welfare of a child in 1998, according to the registry.
