By HEATHER HADDONJust when you thought It couldn't get any worse New Jersey has quietly employed a contractor that faced scrutiny over its work on the Hurricane Katrina recovery to help run programs for homeowners rebuilding from superstorm Sandy.
ICF International, ICFI 0.00% a Fairfax, Va., consulting and technology firm, is working with the state to take over much of the work that had been performed by Hammerman & Gainer Inc., the company dismissed by the state after homeowners complained about botched grant applications and miscommunication.
ICF had already been doing some Sandy-related work in New Jersey, but its responsibilities now include helping the state run nine recovery centers and many of the daily operations of two important grant programs for homeowners and one for landlords, according to a Jan. 31 state task order for ICF viewed by The Wall Street Journal.
