Basking Ridge Man Caught Masturbating, Touched Resident's Butt During HVAC Repair Call: PD

NORTH PLAINFIELD, NJ — A Basking Ridge man and HVAC technician was charged after police say he was caught touching a resident's butt and masturbating while at a North Plainfield home on Monday.

Hassan Carter, 26 of Basking Ridge, was charged with fourth-degree criminal sexual contact, lewdness (a disorderly persons offense), and harassment (a petty disorderly offense), announced North Plainfield Police Chief Alan McKay on Wednesday.

On Feb. 17 at around 1:22 p.m., a North Plainfield resident went to the Police Department lobby reporting that they hired an HVAC company from Milford to repair their HVAC system at their home.

Carter was dispatched to make the repairs at the victim’s home. Carter arrived at the victim’s home at around 8:48 a.m. to complete the repairs.

While in the basement area of the home, Carter was captured on the victim’s surveillance system watching a pornographic video on his work-issued iPad, said McKay.

"Carter was additionally captured intentionally touching the victim’s buttocks. At one point, while the victim was in another area of the basement, Carter was captured masturbating," said McKay.

Detectives from the North Plainfield Police Department Criminal Investigation Unit went to Carter’s home and he was taken to Police Headquarters for an interview.

As a result of this investigation, on Feb. 17, Carter was arrested and charged.

Carter was subsequently taken to the Somerset County Jail where he was lodged pending a hearing in this matter.
