I do not support using redevelopment as an excuse to dramatically increase residential density where it does not belong, which is why I oppose the proposed townhouse development at 131 Morristown Road on Route 202.

The property currently contains a largely vacant office complex near Interstate 287. The developer is seeking approval to replace it with a large age-restricted townhouse community. Because the property is not currently zoned for this use, the application requires significant zoning variances in addition to site-plan approval.

THE DENSITY IS TOO GREAT

The proposal has changed repeatedly. It began at 119 homes, increased to 131, and has now been reduced to 125 following concerns raised during the approval process, but reducing the project by a handful of homes does not solve the fundamental problem.

This is still a large residential development proposed for a property that is not zoned for this use. Zoning exists so communities can determine where different types and intensities of development belong.

In my view, this proposal asks too much of this site.

THE ENVIRONMENTAL IMPACT MATTERS

Under the 131-unit version of the plan, testimony identified approximately 437,814 square feet of impervious coverage. That is a substantial amount of rooftops, pavement and other surfaces that do not naturally absorb water. Stormwater, drainage and environmental impacts matter. Once a property is intensely developed, that decision is very difficult to reverse.

“SENIOR HOUSING” DOES NOT AUTOMATICALLY MAKE A PROJECT APPROPRIATE

I support housing choices that allow older residents to remain in Bernards Township, but every age-restricted development still needs to fit the property, the surrounding area and the character of the community.

Calling a project “senior housing” does not answer legitimate questions about density, traffic, design and infrastructure.

TRAFFIC CANNOT BE DISMISSED

This property sits directly on Route 202 near the Interstate 287 interchange. The applicant has argued that the residential development would generate less peak-hour traffic than a fully occupied office complex.

But residents live with the actual conditions on Route 202 every day and a residential development brings residents, visitors, deliveries, service vehicles and other traffic throughout the day and week. The real question is whether this level of residential density makes sense at this particular location.

I don’t believe it does.

BERNARDS DOES NOT NEED THIS PROJECT TO MEET ITS CURRENT AFFORDABLE-HOUSING OBLIGATION

Bernards Township’s adopted Fourth Round housing plan states that the projects already selected satisfy the Township’s affordable-housing obligation and that additional sites are not currently needed. The Township specifically considered a much larger proposal at 131 Morristown Road and did not select it for inclusion in that plan.

Township representatives also reiterated at the September hearing that Bernards has already met its current Fourth Round obligation, meaning this project should be judged on whether it is actually good for Bernards, not treated as something the Township must accept.

VACANT OFFICE SPACE SHOULD NOT BECOME A BLANK CHECK FOR HOUSING

Bernards should absolutely look for productive new uses for struggling commercial properties, but converting commercial land into dense residential development should not become the automatic answer every time an office building becomes difficult to lease.

We should pursue redevelopment that strengthens our tax base, protects our infrastructure and respects the character of our community.

WE CAN SAY NO

Bernards can’t stop every change, nor should it. Responsible planning requires the willingness to reject projects that ask too much of a property. I believe this one does.

I oppose the proposed development at 131 Morristown Road. Reducing the number of units from 131 to 125 does not change my conclusion. Bernards Township should remain a community where zoning matters, development is carefully planned, and preserving the character of our town comes before maximizing density. ROUTE 202 OVERDEVELOPMENT: This Project is Wrong For Bernards

By Paul Humbert

People choose Bernards Township for a reason. Our neighborhoods, schools, open spaces, and sense of community make this a special place to live. Protecting those things takes leadership willing to question decisions that put them at risk.

I believe two of the greatest threats to our future are the relentless demand for more taxpayer dollars and a state-driven approach to housing that gives too little consideration to the communities expected to absorb it.

We need leaders willing to push back on both.

Taxpayers deserve accountability

New Jersey families work hard, save, build businesses and invest in their homes. Government should respect that effort. Success should never become an excuse to demand more money without answering basic questions about how it will be spent.

Before asking taxpayers for another dollar, government should explain: What are we accomplishing with the money we already collect? Are programs working? Where can we reduce costs? Who is accountable when spending fails to deliver?

Good intentions do not excuse poor results. A program should be judged by whether it works and whether we can afford it. As a common-sense fiscal conservative, I believe living within our means should be a basic expectation of government.

Our neighborhoods deserve a voice

Housing decisions shape a community for generations. They affect traffic, schools, infrastructure, municipal finances and the daily lives of the people who already live here. Those consequences deserve serious consideration before a project moves forward.

I support responsible redevelopment, but a proposal must make sense for its location, surrounding neighborhoods and the long-term character of Bernards. A property’s need for a new use does not make every proposed use appropriate.

That is why I oppose the Allen Road Project. It is also why I believe we must challenge housing mandates that fail to account for local conditions.

New Jersey’s tradition of home rule deserves respect. Residents and local officials should have a meaningful voice in decisions that will change their town.

Disagreement should come with respect

We can debate taxes, housing and government spending without insulting one another. We can listen carefully to our neighbors while standing firmly on principle.

I want a return to practical government: living within our means, respecting different views and making decisions based on their consequences. Extremism on either side does not help us solve the problems facing our community.

My opponents and I offer different approaches. I will speak plainly when I believe policies coming from Trenton or Somerset County threaten Bernards’ affordability or character. I will question those policies, challenge their assumptions and advocate for our residents.

My commitment to Bernards

Neighbors and neighborhoods matter. Affordability matters. Preserving the character of our town matters. These principles will guide my decisions. I will work collaboratively where we can find agreement and stand firm when a proposal is wrong for Bernards.

When you vote, choose someone willing to protect what brought you here and what makes you want to stay.

I’m asking for your vote to help keep Bernards the town you chose. Keeping Bernards the Town You Chose

An Essex County home inspector has built a free website that lets anyone look up the public records behind a New Jersey property — building permits, flood zones, fire history, oil tanks and contamination sites, property taxes, and more — by typing in an address.
The site, Permit & Parcel, covers all 564 New Jersey municipalities and brings together records from official sources, including state and county databases, FEMA flood maps, and the towns’ own municipal codes. No account or email is required, and there’s no cost. Since launching this spring it has handled more than 18,000 searches from every county in the state.
“I kept watching buyers fall in love with a house before anyone checked the paper trail — the open permits, the flood zone, what the town actually requires when a home changes hands,” said Leo Betancor, a Certified Master Inspector based in Cedar Grove and the founder of the site. “All of that is public record. It just wasn’t in one place anyone could actually use.”
“And it isn’t only for buyers,” Betancor added. “With rates where they are, a lot of people are staying put. The house you already own has a paper trail too — an old oil tank, a flood zone change, a lead service line — and most owners have never seen it.”
Alongside the main lookup, the site includes free single-purpose tools: a contamination and tank lookup showing known spill sites and registered tanks near any address, a lead water pipe check, a lead-safe inspection lookup showing which of the two state-required inspection methods each town uses under New Jersey’s lead paint law, a searchable directory of DCA-certified lead evaluation and abatement contractors sorted by distance, a fire-incident map built from more than 40 years of state fire records, and a radon map covering every municipality.
Homeowners can also look up property taxes and assessments, check the age of a furnace, air conditioner or water heaterusing its serial number, and find their town’s certificate-of-occupancy requirements before selling or renting a home.
A companion site, njflood.zone, gives instant FEMA flood-zone answers for any New Jersey address — built after the federal government shutdown left FEMA’s own map site unreliable — running on the site’s own servers with the complete flood map data for the state loaded locally.
Permit & Parcel carries no advertising and is funded entirely by Smart Choice Inspections, Betancor’s Cedar Grove home inspection company. Readers who find the site useful and need an inspection can claim $100 off a qualifying home inspection, or learn more on Betancor’s page.
The project was recently featured in TAPinto. Both sites are free at oprasearch.app and njflood.zone.

My position on 150 Allen Road has never changed. I opposed Signature Acquisitions’ plan from the start. I oppose it today. And if elected to the Township Committee, I will keep opposing it. This is not a close call. The proposal would tear down an office building and replace it with two light-industrial and manufacturing buildings on a residential road. It would bring tractor-trailers onto a stretch with a hill, a blind curve, and Mount Prospect School nearby. Our teenage drivers learn on these roads. Our kids walk and ride on them. No traffic study changes what a loaded truck does on a blind curve. The environmental cost is just as clear. The plan called for clearing hundreds of trees, more than 400 by residents’ count, with far fewer replacements than our ordinance requires. We already have drainage and stormwater problems near Allen and Martinsville. Removing that canopy makes them worse, permanently. Then there is density. Our zoning allows a floor area ratio of 15 percent. The applicant asked for nearly 20. That is not a minor adjustment. It is a request to put more building, more traffic, and more noise on land that cannot carry it. Our Zoning Board heard 18 months of testimony and voted 6 to 0 to deny the application. Residents showed up by the dozens, night after night. The process worked, and the answer was no. Now the matter is back before the board. My answer is the same. A revised plan that keeps the same basic use in the same place does not fix the underlying problem. On the Committee, I will: - Support the board’s denial and a vigorous legal defense of it - Back zoning that ends light manufacturing as a permitted use in residential-adjacent areas, which the Committee has already moved to do - Keep residents informed and heard at every step Bernards Township’s charm is not an accident. It is the result of decisions made by people who cared enough to protect it. I intend to be one of them. Paul Humbert P.S. Why I Oppose the Allen Road Project: Then, Now, and On the Committee

Bernards is facing real challenges. The town you chose when you moved here is being affected by decisions made far beyond our borders. The Trenton tax and mandate machine is working on two fronts.
First, New Jersey’s affordable housing mandates are forcing dramatic changes on communities like ours without adequate consideration of the impact on our schools, traffic, infrastructure and finances. Second, Trenton continues to look for new ways to tax and redistribute wealth under the banner of “progressive taxation.” New Jersey already places an enormous burden on its taxpayers, and proposals for still more taxes should concern anyone who cares about keeping our community affordable. We don’t need that kind of social engineering in Bernards. At the same time, politics has become increasingly divisive. Those who oppose my campaign, whether on the left or the right, may try to distract voters with attacks, labels and toxic messaging. I won’t participate in that kind of politics. I will work relentlessly to protect and preserve Bernards, which has been my hometown for 47 years. My campaign is based on three basic principles: Neighbors matter. Affordability matters. And we must keep Bernards the town you chose when you moved here. My campaign is forward-looking, issue-focused, solution-oriented and moderate in its approach. I believe residents deserve more than slogans. They deserve to know specifically what their elected officials intend to do. That is why I have laid out a plan for what I will do on Day 1, Day 90 and Day 180, and what I believe we can accomplish by Day 360. Find the plan here: humbertforbernards.com/post/what-i-ll-do-once-elected This November, vote for substance, not signs, slogans, and self-promotion. If you believe Bernards is worth protecting, I’m asking for your help. Follow and share my campaign on social media, volunteer your time, talk to your neighbors, put up a lawn sign, or make a contribution to help us reach more voters. Every bit of support matters, and I am grateful for all of it. Candidate Pledges to Put Taxpayers First and Reject Contributions from Developers with Business Before the Township

BERNARDS TOWNSHIP, NJ – Kirsten Light, Republican candidate for Bernards Township Committee, announced today that her campaign is being powered by residents, not political organizations or special interests.

"As I have spoken with residents across Bernards Township, one message comes through loud and clear: people want independent leadership that is accountable to taxpayers, not political insiders," said Light. "That is exactly why I am running."

Light emphasized that her campaign is independent of the established Republican political organizations and their financial support.

"I have not received financial contributions from the local Republican organization or the county Republican organization, and my campaign is not being directed by party insiders," said Light. "My responsibility is to the residents of Bernards Township and the taxpayers who call this community home."

Light also announced a strict campaign finance policy designed to avoid conflicts of interest and preserve public trust.

"I have not accepted, do not accept, and will not accept campaign contributions from developers who have business before the Township," said Light. "Furthermore, I will not accept campaign contributions from the professional representatives of those developers, including attorneys, engineers, planners, consultants, or other individuals whose livelihoods depend upon development applications before our Township."

Light stated that local government decisions must be made based on what is best for residents, neighborhoods, schools, infrastructure, and taxpayers, not based on campaign relationships.

"Residents deserve to know that when decisions are made regarding development, zoning, infrastructure, or taxpayer resources, those decisions are being made on their merits and not influenced by campaign contributions," said Light. "Public service should be about serving the public."

A longtime finance professional and community advocate, Light said she entered the race because she believes Bernards Township needs leaders who are willing to ask tough questions, challenge conventional thinking, and focus on long-term financial sustainability.

"My campaign is built on transparency, accountability, responsible fiscal management, and preserving the character of our community," said Light. "Whether the issue is development, affordable housing obligations, taxes, infrastructure, or public spending, residents deserve honest answers and independent leadership."

Light concluded by reaffirming her commitment to earning the trust of voters through principled leadership and open communication.

"I am not running on behalf of any political organization, special interest, or development community. I am running on behalf of the residents of Bernards Township. My only agenda is to protect taxpayers, preserve our quality of life, and ensure that our local government remains accountable to the people it serves."
