Bloomfield Appoints Town Administrator, OEM Head, Attorney
The Bloomfield Town Council confirmed three high-profile municipal appointments at their recent meeting. See their qualifications here.

BLOOMFIELD, NJ — The Bloomfield Town Council confirmed three high-profile municipal appointments at their recent meeting: township administrator, Office of Emergency Management (OEM) coordinator, and township attorney.
The appointments included:
- Anthony DeZenzo was appointed as township administrator
- Thomas Icolari was named OEM coordinator
- Michael Parlavecchio was appointed township attorney
“I am thrilled to announce the appointments of Anthony, Thomas and Michael to these critical roles,” Bloomfield Mayor Jenny Mundell said.

“Each of them brings years of experience, dedication and deep ties to our community,” Mundell said.

Anthony DeZenzo – “DeZenzo, who has served as acting township administrator for nearly four years, brings more than three decades of public service experience to the role, including 27 years in supervisory and management positions within law enforcement. He previously served as chief of police for the Township of Parsippany-Troy Hills, and as Bloomfield’s Director of Support Services. In his role as Acting Township Administrator, DeZenzo has managed the day-to-day operations of the town through three mayoral administrations, supporting each mayor and council in their efforts to improve services and quality of life for residents. DeZenzo played a pivotal role in managing Bloomfield through the COVID-19 pandemic and the historic flooding caused by Tropical Storm Ida. In addition to his administrative work, DeZenzo has also focused on enhancing internal operations and prioritizing infrastructure improvements to better serve the community. His appointment to the role of township administrator is a testament to his leadership and successful track record.”
Thomas Icolari – “Icolari’s career in public safety spans more than two decades with the Bloomfield Police Department, where he achieved the rank of lieutenant before retiring in 2020. During his tenure, he received numerous commendations for his service and dedication, including his leadership in internal affairs and crisis intervention training. Following his retirement, Icolari returned to Bloomfield to assist in the aftermath of Tropical Storm Ida, helping with the clean-up and OEM responsibilities. His deep knowledge of emergency management and local public safety makes him a strong fit for this vital position.”
Michael Parlavecchio – “Parlavecchio, Of Counsel to the law firm of Bevan, Mosca & Giuditta, P.C., brings more than 20 years of experience advising local governments in the areas of local public contract law, the Tort Claims Act, local redevelopment and housing law, election law, and taxation. Parlavecchio previously served as Bloomfield’s township attorney from 2016 to 2024, during which time he provided expert legal guidance on numerous matters affecting the township. His wealth of experience in municipal law and his familiarity with Bloomfield’s legal landscape make him a trusted advisor for the township’s governance.”
