Lorraine Morgan, Ex-Brick Academic Officer, Granted PTI Request By Judge: Report

Morgan's request relates to the indictment surrounding suspended superintendent Walter J. Uszenski, report says.

TOMS RIVER, NJ -- Lorraine Morgan, the former academic officer for the Brick Township School District, will be allowed to enter pretrial intervention in the misconduct case that resulted in the arrest and suspension of Superintendent Walter J. Uszenski, according to a report.

The Asbury Park Press reported that Ocean County Superior Court Judge Patricia Roe ruled that Morgan, who lives in Edison, will be allowed to enter the program that gives those charged with a crime the chance to avoid prosecution and a criminal record.

Lorraine Morgan, 58, was indicted in September along with her husband, Andrew Morgan; Uszenski; and Jacqueline Halsey, Uszenski's daughter, on charges they arranged for services for Halsey's son that the boy was not entitled to receive, according to the Ocean County Prosecutor's office. The scheme provided the boy with full-time day care and transportation at the school district’s expense, Al Della Fave, spokesman for the prosecutor's office, has said.

They arranged for the services by falsely claiming that the program and services were educationally appropriate and necessary, Della Fave has said.

Uszenski, Andrew Morgan and Halsey all were arrested in May in the case.

Lorraine Morgan was indicted on one charge of third-degree official misconduct, based on her signing off on payment for a service the boy had already received, the Asbury Park Press reported. She applied for entry into pretrial intervention and was rejected by the prosecutor's office, the Asbury Park Press report said.

Roe, the judge, ruled Lorraine Morgan's clean record made her a candidate for the program.
