One trooper improvised and used his phone charger to tie off the umbilical cord so that it could be cut.
BRIDGEWATER, NJ — On this rainy Tuesday morning, two New Jersey State troopers helped a father deliver his baby boy on the side of Interstate 287 in Bridgewater. At around 8:04 a.m., Cecilia Ingles was in labor and her husband Lou was driving them to the hospital. At mile post 14 in Bridgewater, Cecilia realized she wasn't going to make it.
When Lou pulled over he was able to get the attention of Trooper Luis Valle, of Troop "B" Somerville Station, who was nearby on a traffic stop.
Trooper II Tony Lee, also of Troop "B," also responded.

A few minutes after the troopers arrived, they helped Lou deliver his son, Matteo. Paramedics arrived shortly after and gave additional treatment to Cecilia and Matteo, according to State Police.
