Drug-Laced Letters Lead To Arrest Of 31 In NJ Jail Smuggling Case, Prosecutor Says

Cocaine, fentanyl, and other drugs were found moving inside the New Jersey prison to be sold.

CAMDEN, NJ — A group of 31 people was charged in connection with a drug-trafficking ring operating inside the Camden County Jail, the Camden County Prosecutor's Office said.

Howard Dunns, 50, of Millville, was charged with two counts of second-degree conspiracy to possess with intent to distribute a controlled dangerous substance. Kyle Jones, 31, of Millville, and Wilfredo Santiago, 31, of Vineland, each received one count.

Damunaquan (Damu) Miller, 32, of Camden, was charged with second-degree possession with intent to distribute a controlled dangerous substance, second-degree conspiracy to possess with intent to distribute a controlled dangerous substance, and third-degree possession of a controlled dangerous substance.

Miller received an additional charge of second-degree conspiracy to possess with intent to distribute a controlled dangerous substance after months of already being in the facility.

His associate, Madison Colon-Walsh, 22, of Camden, was charged with first-degree possession with intent to distribute a controlled dangerous substance, second-degree conspiracy to possess with intent to distribute a controlled dangerous substance, and third-degree possession of a controlled dangerous substance.

Brown is facing a second-degree charge of conspiracy to possess with intent to distribute a controlled dangerous substance.

A group of others was charged with drug offenses, largely third-degree conspiracy to possess with intent to distribute a controlled dangerous substance and/or fourth-degree possession of a controlled dangerous substance.

Beginning in October 2025, "Operation Paper Trail" led detectives to confiscate nearly 10 ounces of fentanyl, 12.9 ounces of MDMB-4en-PINACA (synthetic cannabinoid), 3.6 ounces of MDMB-4en-PINACA mixed with fentanyl, more than 1.6 ounces of phencyclidine (PCP), and 1.1 ounces of cocaine from prisoners and outside suppliers.

Dunn was found to be one of the lead organizers. He used help from an "associate" to orchestrate the supply of drugs into the jail.

They coordinated the operation with at least two prisoners, Santiago and Jones, who were being held inside.

Papers laced with drugs and disguised as legal correspondence were used in order to distribute the narcotics for profit.

In March, officers confiscated two deliveries that appeared to be legal mail for Santiago and Jones. Results from the New Jersey State Police Forensic Laboratory showed that both had traces of synthetic cannabinoid.

Earlier, detectives also blocked an envelope addressed to Corbitt. The legal correspondence was fake and showed signs of cocaine, officials said.

The letter was traced back to Miller.

Another fake legal letter was confiscated on its way from Colon-Walsh to another prisoner, Rasheem Brown. Results from the Forensic Laboratory showed traces of PCP on the item.
