Mulholland and Arroyo Launch Re-Election Campaign for Cherry Hill Fire Commissioner

Fire Commissioners John J. Mulholland, Jr. and Rosy Arroyo today announced their campaign for re-election to the Cherry Hill Board of Fire Commissioners, highlighting a record of fiscal responsibility, investment in the department’s frontline workforce, and continued 24/7 fire and EMS protection for Cherry Hill residents.

“Rosy and I ran for Fire Commissioner to make sure Cherry Hill has a fire and EMS system that is strong, responsible, and prepared for the future,” said Mulholland. “We are proud of what we have accomplished, but there is more work to do. We are asking residents for the opportunity to continue putting taxpayers and public safety first.”

During the last three years, Mulholland and Arroyo:

• Held the line on spending, limited Fire District budget increase to 1.5% during a period of significant inflation.
• Strengthened the frontline, supported the recruiting and training of 14 new firefighters and EMTs to help maintain fully staffed apparatus.
• Invested in leadership, supported advanced regional and national training for officers and bringing specialized expertise back to Cherry Hill.
• Maintained 24/7 coverage, ensured uninterrupted fire and EMS service across all six fire companies and four ambulances.

“In 2025, we delivered a safer Cherry Hill by securing millions in outside funding, expanding our frontline workforce, and keeping budget increases near the rate of inflation, all without compromising 24/7 lifesaving protection,” said Arroyo. “We want to build on that progress by continuing to invest wisely, support our firefighters and EMTs, and make prevention a central part of protecting our community.”

Arroyo brings more than 15 years of public policy and community engagement experience focused on children, youth, and families across New Jersey. She currently serves as a Program Manager with the U.S. Department of Justice Office of Justice Programs and previously served as Youth Services Commission Administrator for Camden County. She is also a board member of the Volunteer UP Legal Clinic and I Dare to Care Mentoring, a Girl Scout troop leader, and a mother of two.

Mulholland is an attorney and Certified Association Executive, who leads a statewide advocacy organization supporting students with disabilities and their families. His commitment to public safety is rooted in his family's experience, including his uncle's career as a professional firefighter and an EMT’s lifesaving care for his father. As a legislative staffer, he also worked on critical issues affecting firefighters and EMS personnel during the COVID-19 pandemic.

“Public safety requires responsible decisions today and long-term planning for tomorrow,” said Mulholland. “That is the approach Rosy and I have brought to the Fire Commission, and it is the approach we intend to continue.”

The Mulholland-Arroyo campaign will focus on Fiscal Responsibility, Stronger Frontlines, and Proactive Community Protection as they seek another term serving the residents of Cherry Hill.
