Inmates Smuggled Drugs Into Burlington County Jail: Prosecutor

Police allege the inmates smuggled suboxone strips, used to treat heroin addiction, into the jail.

An inmate in the Burlington County Jail and his girlfriend have been charged with smuggling drugs into the facility, Burlington County Prosecutor Robert D. Bernardi announced.

Garret E. Massa, 36, of National Park, was charged with one count of conspiracy and one count of manufacturing, distributing or dispensing a controlled dangerous substance. Massa is presently in the jail on unrelated offenses.

Jennifer L. Parker, 42, also of National Park, was charged with one count of conspiracy and two counts of manufacturing, distributing or dispensing a controlled dangerous substance.

Police allege Parker sent an envelope to Massa at the jail in Mount Holly with a return address that gave the impression it was correspondence from a defense attorney.

The attorney was unaware of the envelope, police said.

Police say the envelope contained strips of the drug suboxone, which is a controlled dangerous substance that is used for treatment of heroin addiction.

Massa received the letter and traded the drugs with other inmates for products from the jail’s commissary store, where personal hygiene items, stationery supplies and snacks can be purchased, police said.

A second letter addressed to Massa with an attorney’s return address was intercepted and opened after police obtained a search warrant. It also contained suboxone strips.

Bail on the new charges was set at at $20,000 with 10 percent permissible. Parker was released without bail.
The case was investigated by detectives from the Burlington County Prosecutor’s Office Gang, Gun and Narcotics Task Force with assistance from Burlington County Department of Corrections officials.
