At around 1:20 a.m., Voorhees Police responded to the 100 block of North Route 73 for a report of a crash involving a bicyclist.

Maksudur Rahman, 71, of Berlin Township, was lying unresponsive in the road and declared dead at the scene.

He worked as a dishwasher at the nearby Harmony Diner and regularly rode his bike to and from work, his son told CBS News.

Two vehicles, one determined to be a grey Ford Fusion with New Jersey registration and the other, a dark mid-size SUV resembling a Honda Pilot, hit the man, according to officials.

Both drivers left the scene.

Tart was driving the Ford and covered the car after the crash. He also had the windshield replaced, authorities said.

He was charged on Thursday and arrested on Friday in Deptford by U.S. Marshals. Tart was then taken to the Camden County Correctional Facility awaiting a detention hearing.

Officials confiscated the Ford Fusion at the arrest location.
