The arrests were in November: On Nov. 25, an East Brunswick police officer observed someone sitting in a car in the parking lot of a closed business off Rt. 18 (which business was unspecified). When the officer stopped to talk to the driver, Jason Heinowitz, 30, of Tinton Falls, the officer said he noticed drug paraphernalia consistent with heroin in plain view.

A search of the car resulted in 47 wax folds of heroin being found on Heinowitz, police said.
